Diana Williams – Ward A - Vice Chairperson

Diana Williams and her husband Clarence have lived in the valley since 1997 and the City of Waynesboro since 2011. Their sons completed their K-12 education in Waynesboro - C.C. is a 2015 graduate of Waynesboro High School and Christopher graduates May 2017.

Diana is the digital editor and strategist for BackStory, an American history podcast. She brings more than five years of experience in higher education communications with a keen interest in digital presence management to her role. She is a new media professional with a MA in journalism and public affairs from American University

As a graduate of public schools, Diana understands that a great public school education provides a solid foundation for all future endeavors. She will look to ensure that Waynesboro Public Schools continues to attract quality talent, maintains responsible stewardship of resources, and will seek out opportunities to increase educational success.

Diana is grateful to server the children and families of Waynesboro. She looks forward to collaborating with board colleagues and the community. She will work diligently to promote Waynesboro as one of the best cities in Virginia to receive a public education.

Rick Wheeler – At-Large - Chairperson

Rick Wheeler

Rick is a graduate of Bluefield College in Bluefield, VA, where he earned a Bachelor of Science Degree in Physical Education with a minor in Recreation and Religion.  He then went on to earn his Master of Divinity degree from the Baptist Theological Seminary in Richmond. Rick served as a Minister for Students in various states including Virginia, Alabama, Georgia, Tennessee and West Virginia.  

He and his wife Elizabeth moved to the Valley in the Fall of 1995 and have been a vital part of the community.  They have three sons who have either graduated from or are current students in the Waynesboro Public School system.  Rick and Elizabeth have been a vital part of the educational, spiritual, physical, social and mental aspects of their sons’ lives, as well as, many children in the Waynesboro community.

Rick is currently a small business owner, in the service industry, in the city of Waynesboro.  He and his business partner take joy in serving the community and giving back to it.  This opportunity is another way Rick feels he can serve the community of Waynesboro and make a difference for the future.


Debra Freeman-Belle  – Ward C

Debra Freeman-Belle

Debra Freeman-Belle is a Waynesboro native, WPS alumnus, and mother of 3 students in our school system. She has spent the past 17 years working and volunteering in programs that serve children, youth and adults. She currently serves as the Executive Director of Waynesboro Area Refuge Ministry (WARM) where she leads the community’s homeless services, efforts, and partnerships.  She studied Business Administration at Mountwest Community & Technical College and Touro University.  She is a Certified Case Manager and is trained in Crisis Intervention and mental health.  Debra has been recognized nationally for grant writing, received local services awards and nominations, and is a strong advocate for community level solutions and partnerships.

Debra focuses her energy on ideas and decisions that promote classroom, school and community partnerships.  She is passionate about the added benefit of collaborative efforts that value different perspectives and experiences while working towards common goals. Debra takes GIANT Pride in serving as an additional voice for our future leaders and youngest citizens, the students of Waynesboro Public Schools.


Kathe Maneval – Ward D 

School Board

Kathe is a graduate of Swarthmore College, Swarthmore, PA, where she majored in psychology and religion.  She received her Master of Science in Education from the University of Pennsylvania, Philadelphia, PA.  Following her formal education, Kathe worked with disabled adults in a variety of programs, ultimately managing the vocational and independent living programs at Easter Seals in Georgetown, Delaware.  Kathe holds a certificate as a Certified Public Accountant (not in public practice) from Delaware. 
Kathe and her husband, Tom, are both Delaware natives.  They have lived in Waynesboro since 2000, when Tom was transferred with DuPont from northern Pennsylvania.  Tom currently works as a Senior Process Engineer for Berry Global in Waynesboro. Tom and Kathe have four children, all of whom are graduates of Waynesboro High School. 
Kathe has been an active volunteer in the Waynesboro Public Schools since her eldest child entered kindergarten in 2000.  She facilitated gaining tax-exempt status for Westwood Hills, Berkeley Glenn and Kate Collins Middle School PTOs.  Kathe served as Treasurer for Westwood Hills PTO for nine years and as Treasurer for Kate Collins PTO for two years.  She also served on the Superintendent’s Budget Review Team for two years prior to becoming a school board member. 
Kathe currently serves as Treasurer and Committee Chairman for Boy Scout Troop 73 at Westminster Presbyterian Church. In 2007, Kathe was awarded the Good Neighbor Award by the Newark Area Welfare Committee (Newark, DE) for her volunteer work with that organization.  In 2010, Kathe was recognized by the Waynesboro Fire Department Volunteers for her volunteer assistance; and in 2011 she received Honorary Membership in the Waynesboro Fire Department. 
Kathe is honored to have this opportunity to serve the children and families of Waynesboro.  She wants to help ensure that the Waynesboro Public School division continues to have the resources it needs to provide a quality education to every student, while making the best use of its available resources.  She is committed to helping the Waynesboro Public School division increase its success in all areas of education. 

Erika Smith – Ward B

Erika Smith is a Waynesboro native and has lived in the city since 2001. She and her husband, Bryan, were both raised in Augusta County. They have five children in the Waynesboro Public School system - Airelle at Waynesboro High School, Gabriel at KCMS, Levi and Asher at Berkeley Glenn Elementary, and Brooks at the Wayne Hills Pre-K Center. They also have a younger son, Landes.

Erika graduated from Stuarts Draft High School in 2001. After attending Blue Ridge Community College, she became a Licensed Pharmacy Technician. She currently works part-time at her church.

Erika has been an active volunteer in Waynesboro Public Schools since her daughter started Pre-K in 2006. She has served as a board member for Berkeley Glenn PTO, serving since 2009, as Secretary, Treasurer and President. Erika has served on Waynesboro Schools’ Talented and Gifted Advisory Board since 2013.

Erika is invested in our community. She delivers Meals on Wheels for the Waynesboro Senior Center. Her children are active on local sports teams and she loves to volunteer and cheer them on!

Erika is excited to serve the children and families of Waynesboro. She is dedicated to serving the diverse population in our city. She is committed to ensuring that every child experiences the many opportunities available in our public schools.
